1986 Outrage 18 Tar-like Goop Seeping from Gel Coat Crack

On my 1986 OUTRAGE 18 I see a black, tar-like goop seeping out of cracks in the engine splash well where the batteries were once located. There is no odor of gasoline associated with the goop.
I think that I read [on the continuousWave website somewhere] that [the appearance of a black, tar-like goop seeping from cracks in the gel coat in the engine splash well] is a sign of gasoline getting into the foam [interior of the Unibond hull].
Q1: what is a likely source of the black, tar-like goop?
FUEL TANK
On this 1986 OUTRAGE 18 the fuel tank is the original tank. I have a suspicion that [a leak of gasoline from the fuel tank is] likely source of the goop

I plan to drain the fuel tank and perform a pressure test. The fuel hoses--the vent and fill hoses--are only a few years old. The electrical conductors bonding the fuel system are also only a few years old.
