Is a 25-HP engine enough to power for a 1988 15-footer [of undesignated model] carrying two adults and two grandchildren under 10-years-old?
I do not need to go 35-MPH.
BACKSTORY: I have a 1988 15-footer with a 1988 Mariner 60-HP engine in outstanding shape and never had a problem. But considering the age of the engine, I would like to buy a new engine. I have limited funds and can only afford a 25-HP.

Not going to happen. 35mph is a minimum of 50hp. A 25 might fetch you 25mph or so with just solo. Find a nice used 60hp 4 stroke.

I have an older 1987 Mercury 70 hp 2 stroke power cycle engine that runs great. Besides the noise at idle and maybe higher fuel burn compared to modern engines the cost is perfect for me. Free, I already own it.
