I have a 2001 17 montauk with 90 hp mercury with an aluminum 19 pitch propeller and I top out at 40 mph which calculates out to the same as 34 nautical miles per hour. My recommendation would be to try a doll fin mounted on the citation plate. I know it sounds cheesy, but for 50 bucks its worth a shot they work quite well for slow speed planing and help keep the bow down on take off.

I have purchased aluminum diamond 4 Quicksilver props with a 15 inch diameter and 16 Pitch. Thanks for the feedback, when you say drop the propeller by 2 inches do you mean from 17 pitch to 15 pitch? Or are you referring to diameter?
