I haven't been able to determine what year [Boston Whaler boat is indicated by a HIN]

The current owner thinks the boat is a 1970 model and has only owned it briefly.

The alpha-numeric string you present does not appear to be a federal hull identification for a Boston Whaler boat. My analysis suggests the following meaning may perhaps be encoded:

8 = probably in error; will now be interpreted as a "B"
V = probably in error; will now be interpreted as a "W"
[BW]C= manufacturer identification code (MIC) for Boston Whaler, assuming "BW" is inferred from "8V"
A4160 = a five character hull production sequence number;
M = indicates that the date information is in the Model Year Format
74 = indicates the model year was 1974
6 = no meaning as in the model year format the last character is alphabetic; if this character were actually the letter "G" that would indicate the month of production was February (and 1974 would be inferred).

SUMMARY
There are three big problems with this supposed HIN for a Boston Whaler boat.

1. the prefix "8" has no meaning and might be a "B"
2. the 'V" has no meaning and might be a "W"
3. the final "6" is not an allowed character in the model year format and might be a "G".

If my assumptions about the errors in providing the HIN were to be correct, then the production sequence characters "A4160" could be interpreted--BUT ONLY IF THE HULL LENGTH WERE PROVIDED.

For example, if the boat were an 11-foot hull, then the production sequence beginning with "A4" would be appropriate.

Thanks for the further information that the HIN occurs on an 11-foot boat. With that information I believe my speculation about the three errors in reading the HIN may be correct, and the boat may indeed be a Boston Whaler boat, with the particulars as I indicated in decoding the corrected HIN,
