2005 190 NANTUCKET Water Accumulates in Sump

I have a 2005 190 NANTUCKET boat.
In the 2020 season I noticed the [sump] area was filling with water everyday. [There would be] no rain for weeks, and [the sump area will] fill with water. At season 2020 end, I had a marina look into [the problem]. The marina [solution was to] replace the "scuppers."
On the morning of May 23, 2021 the 2005 190 NANTUCKET was in the water for the first time for the season, and no rain had fallen. I opened the access lid to the sump area: the sump area was filled to the top. It looks like [the sump] area holds about 25-gallons of water. The 2005 190 NANTUCKET boat sits at the dock overnight.
