I have 1998 Outrage 17 II that has only seen use in freshwater and is in good condition. As far as I know the engine splash well drains are the original ones installed.

Q1: how often should engine splash well drains be replaced?

I would change the nylon/plastic drains every 10 years. Less if in a northern cold or very hot climate.
